The Work Preservation Fund, Inc. (WPF) is a private, nonprofit labor-management cooperative program formed in 1977 to promote fair contracting in public construction through contract compliance. The WPF produced a Public Works Manual in 1984 that it updated in 1987. It agreed to support and sponsor this expansion of its early work into a web based resource. The WPF consists of contractors, contractor organizations and their counterpart labor representatives of the International Union of Painters and Allied Trades (AFL-CIO) throughout northern and central California. The Northern California Carpenters Regional Council provides administrative oversight to 29 Local Unions in Northern California. The NCCRC is dedicated to improving the California building and construction trades industry. NAFC is a labor management organization that promotes a “level playing field” through compliance with all applicable laws in public construction. NAFC serves as a clearinghouse for information regarding prevailing wages and public works and sponsors educational seminars to all those interested in public works compliance. The International Brotherhood of Electrical Workers and their National Electrical Contractors counterpart have established a National Labor Management Cooperation Committee (LMCC) to assure jobs by providing the highest quality craftsmanship at a competitive price. Operating Engineers Local Union No. 3 represents 41,000 members who work in both the building industry and in public protection. The majority of the members work as heavy equipment operators whose interests in good jobs are protected by Local 3’s Heavy Highway Committee. Local 3’s jurisdiction covers Northern California, Northern Nevada, Hawaii and Utah, making it the largest construction trades local in the United States. The Indiana, Illinois, Iowa Foundation for Fair Contracting is a labor-management organization, funded solely through participating contractors, established to support, promote, and encourage fair contracting by providing a “level playing field” in the public construction arena for both contractors and workers. The Illinois Prevailing Wage Council, Inc., is a nonprofit agency with membership open to all Illinois construction union locals, building trades councils, fair contracting groups, and other interested organizations. It has approximately 375 member organizations, representing about 200,000 construction workers.
The organization was formed to monitor and help enforce the Illinois Prevailing Wage Act, as well as other state and federal employment laws. It also monitors budgetary, regulatory and safety legislation, as well as the enforcement efforts of the Illinois Department of Labor's Mediation and Conciliation Division and Attorney General, and other state and federal agencies charged with enforcing construction law and regulation.
The Southern California Center for Contract Compliance is a nonprofit organization funded by the Associated General Contractors, Southern California Contractors Association, Engineering Contractors Association, the Building Industry Association, the Southern California District Council of Laborers and other labor organizations in Southern California. It has been in existence since the 1980’s, advocating and defending a level playing field for all contractors through compliance with established labor laws.
While the CCC’s primary focus is on wage and hour law, its investigators also promote enforcement of the provisions of the Business and Professions Code, apprenticeship standards, and health and safety regulations.
The International Union of Bricklayers and Allied Craftworkers represents workers in the trowel trades across the United States and Canada including bricklayers, stone and marble masons, cement masons, plasterers, tile setters, terrazzo and mosaic workers, and pointers/cleaners/caulkers.
